The call for proposals for the period 2007 - 2013 has been finished.
The cluster development programme is co-financed by the European Regional Development Fund. The budget of the programme in the EU financing period of 2007-2013 is 100 million kroons. The applying is carried out by rounds.
Objectives of the cluster development grant
- To increase the added value of the companies and the sales of the products-services and export.
- To promote cooperation between the companies of the same and different sectors and the companies and research establishments.
Who can apply for the grant?
The applicant for the cluster grant can be the company registered in Estonia which is the member of the consortium planning to establish the cluster, also non-profit organisation or foundation.
For what the grant is provided?
The partner search, examination of cooperation opportunities (incl the participation at the study trip for examining the cluster initiatives of other countries) and development of the common action plan of partners are supported within the frame of the preliminary applications.
The joint marketing, including the conduct of market research and partner search, coordinating of sharing the production capacities, forecasting the labour and its training and other common development projects are supported within the frame of the stage of full applications.
How big is the grant?
The maximum amount of grant in the stage of preliminary application is 400 000 kroons and up to 75% of the expenses to be supported are compensated.
In case of full application the amount of the support to be applied for has not been specified. The marginal rate of financing the project is up to 70% of the eligible costs and the rate of self-financing of the entrepreneurs should make at least 30% of the total rate of self-financing.
Application rounds
The application for the support is carried out by calls and through the submission of preliminary or full applications. The deadline of submission of the first preliminary application was 15 October 2008, the deadline for the next application round for preliminary applications is 15 October 2009.
There is no application rounds for the full applications since the autumn of 2009, as the full applications could be submitted continously.
The projects are expected within the frame of which the partner search, examination of cooperation opportunities (including the participation at the study trip for examining the cluster initiatives of other countries) and development of the common action plan of partners are supported.
